Smart contacts are just collection of functions residing on a blockchain. There has to be an outside Dapp to actually call one or another function of the smart contract for it to operate.

Blockchain type of smart contract have poor relation to physical world events and actions. Without an outside physical world compliance enforcement smart contracts can not fulfill what they promise.
