The title is misleading - the article describes a browser based Dapp and not an operating system for a smartphone.

To be fair such browser based Dapp is a good way to bypass the Apple's appstore. But on Android the user does not need a web-assembly+browser - they can run an executable, as we offer it for bridges/nodes in our Decentralized web project.
